26/03/03 - Report on involvement by individuals and groups in the referenda on abortion and the Nice Treaty and the Dáil general election
Summary - Third parties under section 23(C) of the 1997 Act (column 4 of table)
The following is the position relating to the requirement to register as third parties:
- one group, Pro-Life Campaign (B3), was already registered as a third party for the purpose of the abortion referendum - see A1 on page 5;
- four groups, No Incinerator Alliance (B2), N9 Action Group (B4), Galway for Safe Environment (B12) and Elect Carlow Candidates Organisation (B15) registered following an exchange of correspondence;
- there is no need for the following 10 groups to register, N9/N10 Unified (B1), Vote Local Vote Drogheda (B6), Joe McManus (B10), Fluoride Free Water (B11), Farmers Positive Action Group (B14), National Women's Council of Ireland (B16), Ennis Chamber of Commerce (B17), Focus Ireland (B19), Anti Facist Action (B20) and Amnesty International (B23) as they did not receive donations;
- in the case of the following eight groups or individuals there is no evidence that they received donations to fund their election spending. Accordingly, the Standards Commission has no evidence to warrant pursuing the matter of registration further with them: Navan Lobby Group (B5), Ballyfin Parents Council (B7), Michael Prendergast (B8), Campaign Against Service Charges (B9), Union of Students in Ireland (B13), MIJAG (B18), Campaign Against the Bin Tax (B22) and The Carers Association (B24);
- no reply to correspondence has been received from Residents Against Racism (B21). However, as it seems that their election spending, if any, was funded from membership fees - see reference to Anti Fascist Action (B20) - this case will not be pursued further.
