3. Issuing of guidelines and statutory forms for the presidential election
In accordance with section 4 of the Act, the Standards Commission published guidelines for the presidential election entitled "Guidelines for the Presidential Election October 2004". A copy of the guidelines was sent to Mr. Barrett on 1 October 2004.
The Standards Commission also produced the following forms for the purposes of furnishing the required statutory returns:
- Donation Statement/Statutory Declaration form (PE/04/DS).
- Certificate of Monetary Donations/Statutory Declaration form (PE/04/CMD).
- Election Expenses Statement/Statutory Declaration form (PE/04/EES/EA)
The above forms were sent to Mr. Barrett on 27 October 2004. Completed forms were required to be returned to the Standards Commission within 56 days of polling day (i.e. by 17 December 2004). Correctly completed forms were received from Mr. Barrett on 15 December 2004.
