Guidelines for the general election to the 30th Dáil
C. Requirements of a Third Party and Other Persons with regard to incurring election expenses
4.18 In addition to the requirement to register as a third party (having received a donation in excess of €126.97), a third party which proposes to incur election expenses, must, before incurring any such expenses, separately furnish to the Standards Commission, in writing:
- the name, address and description of the person proposing to incur the expenses,
- a statement of the nature, purpose and estimated amount of such expenses, and
- an indication of the person's connection, if any, with any political party or candidate at the election.
4.19 An "other person" (as defined in paragraph 4.2) must also provide this information to the Standards Commission before incurring any election expenses at a general election. Once a third party or other person has complied with these requirements and is deemed not to be connected to a political party or a candidate at the election, there is no limit to the amount of expenses which the third party or other person may incur at an election (see paragraphs 2.28 and 3.19 regarding expenditure incurred by an individual/body deemed to be connected to a candidate or a political party).
4.20 On receipt of the information in paragraph 4.18, the Standards Commission will issue a certificate to the third party or other person proposing to incur election expenses. The certificate will state that the third party/other person has complied with the requirement to notify the Standards Commission of its intention to incur election expenses. This certificate will be required in the event of advertisements or notices being published in newspapers, magazines or other publications (see paragraph 4.30).
