Mr. Kieran Coughlan, Clerk of Dáil Éireann.

Mr. Coughlan was educated at Presentation Brother's College, Cork and University College Cork.
He entered the Irish Public Service in 1973 and was appointed to Leinster House (seat of Parliament) in October of that year. He served in various parliamentary procedural offices and Committees in the Office of the Houses of the Oireachtas (Parliament). He was appointed Clerk-Assistant of Seanad Éireann (Upper House) in 1984 and was a member of New Ireland Forum Secretariat in the same year. In 1987, Mr. Coughlan was appointed Clerk-Assistant of Dáil Éireann (House of Representatives) and he was subsequently appointed Clerk of Seanad Éireann and Seanad Returning Officer in 1987. Mr. Coughlan was appointed Clerk of the Dáil, Registrar of Political Parties and Accounting Officer for the Houses of the Oireachtas in 1990. Mr. Coughlan is also a member of the Constituency Commission and the Referendum Commission.
Mr. Coughlan was a member of the former Public Offices Commission and has been a member of the Standards in Public Office Commission since its establishment in December 2001.
